A Major Task for my Tags...

Hello Creators, I hope you all had an excellent Christmas/Holiday!

I have added a new Tag List within my network, it is available on every single page, and my members love it!

This isn't really anything special, just a little bit of code to make each tag list. I researched how to do this tag list by myself with no help from Creators. I don't actually know everything about the coding that creates it, it was created by someone else and offered it to me. Therefore I will not be offering that coding as a TIP.

It's something I'm sure the code experts already know how to do here on Creators.

So, here is my question/idea.

When my members upload photos, and they are brought to their "details" page for the photos to put titles, descriptions, and tags as well as sort into albums.

What I would like to do, is instead of typing tags, I would like a mouseover list (similar to what I have already) but each tag is clickable, and when you click the tag, it is put "as a tag" in the "tag entry field."

I would also like a "suggest new tag" right below, and when you "suggest a tag" the tag is sent to my email and the suggested tag is then put "as a tag" same as the clickable tags.

Understand? Hope I've explained that properly.

Why do I want this? I want tags to become an important and majorly used within my network. It is already in motion really, as my members frequently use my new tag stream, they love it. I want to control all tags within my network, and by providing only certain ones to choose from, with the option to suggest new ones, is exactly what I need to do next.

This will be a monumental task, I'm sure.... but if someone could at least point me in the right direction, I'm sure I'll figure it out eventually. :)
