Eliminate "Add Groups"

We are looking to eliminate "Add Group" for our Groups.  In other words, we want to have only one group and make sure that no one can create another one.  I know that this is done in the Language Editor, and leaving it blank does nothing to remove anything.  I have tried using a semicolon and arrows to no avail. Can someone please come up with something to remove this?

In the configuration menu, under "content" > "controls" there's a check-box where you can define if users can create groups. In my network I unchecked that option then only NC and moderators can create groups.
