As you know, you aren't able to adjust your members' email settings. However, if a family member is receiving the emails and therefore has access to the email address associated with the account, he/she can sign in and adjust the email settings.

That can only work if they know the password for the account. It is looking like we may have to delete our deseased members out of respect for/to their families.
If they have access to the email address, they can reset the password to access the account.
Would the suspend feature serve this purpose. In other words would it stop all emails from going to them?
Yes, deleting or suspending the members would stop all emails.
Yes, the suspend option will remove their membership from your network, and they will no longer receive emails.
Wait, I want them to show up on the membership list, just don't want email sent or recieved.
Then you will need to follow Jenny's advice and have whomever is in charge of those accounts update the notification settings. You're not going to be able to access their settings on your own.
