Meta Tags For Pages
Does anyone know if we have to enclose meta tags for our pages in double quotation marks for two word tags as we do the rest of our network?

No; the keywords should be comma delimited inside the tag, like this:
<meta name="keywords" content="ice cream, cookies, cake">
