I would like to hire a programmer who can do the following:

  1. Create an encryption layer for certain type of users (paid membership)
  2. Prevent paid members from having advertising on all pages except the main page. 
  3. Customize modules so only some, not all modules show on certain member pages. Some pages need to look not as busy as the rest.
  4. Customizing pages layout. I have the images and the logo. 

Is this a big deal? Can I do it myself if I took a quick course learn some of the coding languages? I have an HTML background although it is a little rusty.
