Hello again,
I see that my previous related tip has been getting some attention and there's been a few request for the pending approval section.
So here's Part 2 and probably the last part which now focuses on that panel. This is now just using the Language Editor, so the changes will take effect right away.
Moving on and first, the screen cap here:
I recommend having this tested first in your sandbox site or test network. So in your Language Editor, search for the keyword 'New Member'. You'll end up with a one page search result. The last field at the bottom should be a text box with some code type content. This is a PHP array and some conditional code.
Just remember and always save a copy of this field in text format before making these changes. Download the new text area contents here and replace or paste it in the right side textbox as shown above. Save and check your changes.

Open the file link above in a text editor program, and search for the keyword code
<a class="dy-locked dy-locked-new xj_tooltip"></a>
Compare it with what you have on your right side content as shown. This should be a good reference in editing particular sections I have modified in my screen cap above.
Example:
Search for the line containing:
$a['N_VIDEOS']['f1'] = '1 Video';
$a['N_VIDEOS']['f2'] = '%s Videos';
Replace it with:
$a['N_VIDEOS']['f1'] = '1 Video <a class="dy-locked dy-locked-new xj_tooltip"></a>';
$a['N_VIDEOS']['f2'] = '%s Videos <a class="dy-locked dy-locked-new xj_tooltip"></a>';
