I am trying to find out how to stretch the possibilities with ning and so far all I have seen are limitations. That site is closer, but still not quite what I was looking for. I am looking to partner up with the right organization to manage this site.

Cost is only important if I am getting what I need for the site.

OK, I'm "only" contribute the design and realization in NING.

I think you'll need a great background design, nice header, footer and color scheme, perhaps some banner and eyecather. Less is more. That's all! ;-)
