Question about Member Control and Advertising Behind the Scenes

I have had a couple of members who ignore my terms of service and seem to find ways to advertise their personal business behind the scenes. Either throught their personal email or by using their text boxes on their personal page to advertise.

How can I manage this problem? I hate to suspend members but they seem to be taking advantage of the network.

If I do flag say a picture in the gallery...can the person who posted it see the flag? or only admins?

I believe only admins can view the flag.

Thanks to everyone who is contributing to this discussion. I think my main concern was members trying to advertise their own business and using my platform as a way to advertise their products or services for FREE!

I do my own advertising for example CafePress and do not need any competition.

I find it bold of members who try to find a way behind the scenes via their personal email, comments, etc to advertise their business! It is not appropriate on my site.

My site isn't officially launched yet, but businesses and people who want to plug "for profit' businesses/services/products on their profile, they need to purchase a small membership fee. I have made it clear upon sign up that any personal profiles that try to advertise will be warned then suspended, and as well, business profiles are warned against spam.
