Who of you all knows how do design a card game app?

Hello everyone.

This post is not related to Creators. I know it may get deleted, and I understand why. My friend approached me with an idea, and says "you own a social network, you must know people."

Lol.

He wants to make a card game app. (the card game is very popular in india, but no app has ever been made... iphones are becoming more and more popular down there, it's a sure winner.

Do any of you know how to design and program mobile apps from scratch? (Not shoutem or some other easy service)

My friend is willing to pay, I'm looking for someone with the programming knowledge, time to dedicate, and how much you would charge for it all.

I'm developing a mobile app for my Ning network using Buzztouch, in their forum you may find developers with that skill and willing to work on a new idea of a mobile app.

Buzztouch is different from services like Shouthem or Mobile Conduit (tried both but did not attend me) because there you are guided to learn to develop on iOS and Android in an easier way. To create a card game may be difficult creating by your own on Buzztouch but in their forum there are experienced developers that may help you.
