I am wondering why some ning network in china are unaccessible and others are accessible? What's the difference?

It's good that you have brought this up again. One of my sites is also not accessible from China while the other is. I am based in Shanghai too.
Here is my network. (accessible)
Here is another one. (not accessible for two weeks now)
I submitted a ticket, there was a little follow up and I was told that the network was moved to another Ip where it should be accessible but nothing changed. Right now I am considering may be I should close down the other network since they say they can't do anything about it. It's terrible !!!
