What's your role? Network Creator (NC) or Admin?

I'm still tryign to figure out how to create a Network - Group within NING! Which is how I ended up here. No where on the site is there anything I found that allows you do create either a group or network. Yet there is plenty of help explainig what NIng can do for your group? So I'm a little confused at this point. I've read just about everything on the site and I still don't get it. Call me dumb but..how do you expand a network if you can't create one?
