A number of reforms have taken place in Uganda. These reforms have occurred in almost all Government sectors ie.Health, Educational; Social economic, political etc.These transformations have brought in a new economical way of doing things in both private and public sectors. These developments have and will continue to create diverse and unbelievable challenges for service delivery, more especially in the public sector. In the wake of these reforms, most individuals have been involved in the management of delicate positions of service delivery. Most of these folks either in private or public sectors, their skills, techniques and experience are inadequate. Many different research undertakings indicate that there are a lot of deficiencies of capacity and thus poor service delivery at different levels and in different Organisations. Many Non-Governmental Organisations (NGO’S) or Community Based Organisation (CBO’S) have sprung up in the country to carry out service delivery at the grassroots and to close up the gap between the government and the people at the grassroots . The foregoing not withstanding, the gaps have remained and are likely to continue to negate the performance of many Organisations, thus the establishment of Springs Alive, with numerous programmes;ie.Education,Peace & conflict studies,Health,Environment,Research etc. and in collaboration with other Organisations which are aimed at closing this gap . Springs Alive can be described as the most excellent Organisation that has resulted out of consultancy and research works by different experts and volunteers as well as contribution from people locally, where the establishment of the Organisation exists. The Organisation started at a time when service delivery was required at the grassroot.The Organisation is determined to respond to the increasing demands for service delivery with appropriate competence. It is well known that the decentralisation system of Governance ushered in by the NRM (National Resistance Movement), the ruling Party, and mainly in the Public sector, has passed on an gigantic challenge for service delivery at the grassroot.This has really increased the need for development in the delivering of services to the people in the rural areas and this need not be over emphasised. In the different divisions of Springs Alive under which fall the programmes of SPA, the need for managerial skills for service delivery at all private and public centres is still the immediate future challenge which needs appropriate arrangement and proper skilled management. The need for institutional and individual accountability is no longer a wish or an opinion but a must for all because accountability and transparency are the only ways to show perfect managerial capability. It is true that liberalisation has brought a lot of changes and challenges in the management of the private sector which calls for cost efficiency, flexibility and reliability as regards service delivery. All this now calls for the emergence of institutions dedicated to ensuring that the current and future management of service delivery in rural areas is competent and capable of delivering services to the people satisfactorily. SPA is committed and dedicated to ensure that the services required at the grassroots should be delivered to the people involving a number of all the appropriate stakeholders. Therefore SPA is now here to answer the call by private and public sectors to deliver services accordingly. Among the activities for Springs Alive is Springs Alive Children’s centre (SPACC).After SPA was registered as a community Based Organisation (CBO) in 2006, SPACC activities were among some of those taken on then and indeed we got a recommendation from Wakiso District Education Department as a way of the District’s support to SPACC to promote Education of needy children. SPACC’s intervention in the area of Ssebbi-Lugeye came at a time when many children hardly could walk the long distances to the nearby schools let alone affording to pay school fees, things they find hard to do even today as SPACC operates. This area where SPACC is located is formerly a war zone called Luweero Triangle and this greatly affected development in this area and with Wakiso District and Kakiri Town Council’s support (formerly Kakiri sub county, even as per their attached recommendation then), to date SPACC has managed to provide Education for the children in this area to a tune of 150 children. Many times the numbers presented to SPACC cannot be taken on given that SPACC lacks facilities, besides providing for the many cases presented of those who are needy. SPACC in collaboration with Roath Park Primary school and the community have together renovated and ensured a conducive environment capable for one to study in. Roath Park gave us stationary, sports equipment, a laptop computer and some money to do the renovation, while the community got involved in making of Bricks and construction of the new classroom block. On many occasions, the community has consented to having their land used as SPACC School gardens, in order that their children can receive something to eat while at school. While SPACC would very much want to be supportive to the community’s suggestions, SPA has found that its budget can hardly cater for most of these, much as they are put in SPACC work plan with hope that one time they could be provided for.
