Actually some months ago I experienced the same problem. But things are back to normal now.

Nice to meet you Vander via Ning. I've been using Ning since end 2008 to community and create a platform for my students. I am teaching wedding planning management at OUHK. yes. will be nice to catch up. I found ning.com has big problem in China... Not so good and a lot of my students have problem loggin in from time to time....

Hello Vander,
I got your message/friend invite. Actually I didn't send the broadcast message. It was sent by Ning, including a link to the Welcome blog post I wrote a couple of weeks ago as a Guide.

As for your question, yes: the message was sent using the Broadcast feature. I encourage you to check it out, as it now supports HTML.
