Sorry but Ning 3.0 doesn't allow to upload or edit sitemap, however as I remember the suggestion to add such ability has been already registered in our task tracking system, so I would add your vote there and management will see that such functionality is awaited by numerous creators.

It's possible to generate the sitemap by yourself and upload it to the File Manager.
We have plans to add such functionality to the Ning 3.0.
