Current status of the Ning Platform is always available on the Ning Status Blog.
Since Ning isn't telling me when they are going to add the video categories like YouTube. I was wondering if it's possible for a developer I hire to do it for me?

I hate to be blunt, but there's nothing more I can say but "no". Video categories have long been a request here, and if a hack were possible it would have been a reality a long time ago. There are some nc's who have managed to arrange there videos by category by using tags, but that is a monumental task.
If you would prefer your own blog, you could use Blogger or WordPress and feed it to your network via RSS. If you have a WordPress blog, you may want to read this announcement from Ning.
