In the "Members Management" section under "Message Templates" there are 2 messages:

The "Welcome Message" which says that "The Welcome Message is sent to new members when they join the network"
and
The "Accepted Message" which says that "The Accepted Message is sent to pending members when their membership is approved"
There also is the automated verify your email message the system sends with the clickable link the new members has to click to confirm they signed up.
I signed up on our network as a new member using another email address and the only messages I received was the automated verify signup email and then, after I approved the account, the "Accepted Message" message.
The "Welcome Message" never appeared. What controls if and when that message is sent?

OK, I figured it out. The "Welcome Message" is sent by networks that don't have member moderation turned on.
If member moderation is turned on then the accepted message is sent out instead. So the thing to do in the case of member moderation is to edit the accepted message to cover everything you want the new member to know.
