The list of themes is you have mentioned would be updated with the new themes, however as I know the old ones (a mean really old ones) are no longer available for newly created networks that is why they are not in teh list. If you want to create the new site with the old theme and you have the network which has been created before this changes were applied to the platform, you can simply import the theme file from your old 3.0 network into new one, fortunately, there is such option in a design studio.
