Is there anyway to rate a photo or video without having to make a comment?

The text area needs just to have something in it to be able to use the stars. If you just put a full stop ( period ) in the text area the stars will work , the full stop is really not that noticable but it will show in the activity feed, you can see that on my site Scott.
Will see if can work something else out for it though.
I also tried adding an emoji only and then use the stars, that works as well.

Only problem though is getting the member to know that.
